The coordinator used to stall. It runs as its own Claude Code session in a herdr pane, and when it had nothing to do until a reviewer answered it either invented long sleeps — tripling a review's wall time — or ended its turn and left the pane idle with nothing to resume it, so no report was ever written.

Idle is now treated as normal. The pane's session stays alive and keeps its transcript while idle, so the main agent's wait loop became a watchdog: on idle with no report yet, it sends the pane a short status-check prompt and the review continues where it left off. The loop is plain herdr CLI calls with no model in it.

Resume prompt is one line, and asks for PHASE n | done: <names> | waiting: <names> so a stall shows what it is waiting on
herdr is now required; the subagent fallback coordinator is gone, since only a pane-backed session can be resumed from outside
Coordinator runs on sonnet, reviewers stay on opus — one review no longer runs three sessions of the largest model
Fixed: the launch prompt still told the coordinator to keep its turn alive, which prevented the watchdog from ever seeing idle
Fixed: the herdr precondition check ran after every command that needed herdr
Fixed: a race let a resume prompt land on a review that had already finished

Measured on a 9-minute review: completed with two watchdog resumes.

Rationale that used to live in SKILL.md now lives in the commit history — the skill states the procedure.
