Should update Docker repo back to RHEL

Yup, packages are now available; the 28.5.0 release got there before v29, so that gave the opportunity to ship packages (we're also re-building our release-pipeline to more easily allow adding distros in between releases if that would be needed); PR to update the docs is about to be merged;;

• engine/install: update supported OS versions docker/docs#23491

I'll close this ticket as this is now available 🎉

The official Docker repo for RHEL 10 is here; the documentation should use RHEL 10 instead of CentOS one for stability and compatibility.
