MoRI v1.2.3.post1

Post-release patch on top of v1.2.3 (3 commits). Bug/perf fixes only — no API changes.

Fixes

  • fix(umbp): dlopen libhipfile instead of linking it (#650)
  • fix(EPv2): honor the 128B TDM row invariant on gfx1250 metadata transfers (#643)
  • perf(EPv2): skip the dispatch completion spin when the peer slot is already clear (#645)

Wheels: cp310 (manylinux_2_35_x86_64) and cp312 (manylinux_2_39_x86_64), published to PyPI as amd-mori==1.2.3.post1.
