📊 IMF broader-debt measure (#62, #64, #65)

• New GET /api/v1/debt/broader endpoint + imf_weo_observations table with vintage history (twice-yearly WEO releases preserved).
• Nightly seeder pulls 4 IMF indicators for Kenya (GGXWDG_NGDP, GGXCNL_NGDP, NGDPD, NGDP_RPCH); parser filters regional aggregates (WEOWORLD, ADVEC, EURO) that would otherwise overflow VARCHAR columns.
• Frontend dual card on /debt renders Treasury/CBK (Central Gov) vs IMF (General Gov) side-by-side. Copy is honest when the gap is small ("county/SOE exposures are smaller here than in many peer economies").
• Endpoint picks the latest actual (non-projection) year instead of the furthest forecast, fixing a 19.14T@75.1% GDP misdisplay.
• Caching bug: not_seeded_yet no longer gets baked into the 24h cache; vintage-keyed.

🗺 County-map UX (#60, #66)

• Home-dashboard map tooltip redesigned: status-colour stripe, warm gradient + subtle lift, population/governor subtitle, iconified metric cards, severity-tinted alert chips, pill-button CTA.
• 14 prior UX fixes from the tester audit: tooltip pinning on mouseenter, hover-wins-over-auto-rotate, hide-timer ref stabilisation, touch tap commit, close button on mobile, tap-first copy on narrow viewports, etc.
• Hover-intent geometry tuning: smaller gap + wider hit-zone so Meru-style dense-cluster transits stop snapping to neighbours.
• "View detailed analysis" CTA now actually navigates to /counties/[id] with ?from=home-map.
• Detail page conditional pill buttons when arriving from the home map: solid-forest "← Back to map" (returns to /#home-map anchor, scroll-restored) + outlined "All Counties".

• Supabase migration toolkit for Mumbai → Frankfurt relocation.
• @vercel/speed-insights 1.3 → 2.0 to unblock mobile RES.

• "Two measures of public debt" now the headline story (CBK vs IMF).

• Dev-facing Backend reconciliation note: leak removed from the UI.

• Constitution book intro shows real counts (18 chapters, 264 articles) instead of stale "Six / dozens".
