I think the problem is related to this issue.

When I calibrate PR2. several tags inside of transmission are removed from original urdf.

  • rightActuator
  • leftActuator
  • flexJoint
  • rollJoint
  • gap_joint
  • use_simulated_gripper_joint
  • passive_joint
  • simulated_actuated_joint

create patch at #55, and if that is merged to hydro-devel, then we'll create patch for indigo, so I'll close this ticket for now.
