Filtlong v0.3.0

This release of Filtlong:

• Fixes the ‘uint32_t’ has not been declared compilation error with GCC 13 (thanks, @aybarsnazlica and @emollier).
• Replaces the term 'Illumina reads' with 'short reads'.
  • The long-form options have changed: --illumina_1/--illumina_2 are now --short_1/--short_2. This change will break compatibility with any pipeline using the old full option names.
  • But the short-form options are unchanged: -1/-2.
• Removes the old read-info histogram script, which relied on Python 2 and was partially broken. If you still need it, you can retrieve it from v0.2.1.
