Upgrading

• validate stages .github/CODEOWNERS by default again, and --skip-stage / stage_changes: false no longer stages it (#187). This was inverted in every release since the Rust extension landed (#126). A CI step that runs validate and then git diff --exit-code will stop catching a stale CODEOWNERS, because the file is now staged. Use bin/codeownership validate --skip-autocorrect, which fails when CODEOWNERS is stale, or pass --skip-stage.
