Behavior changes

Packs/DocumentedPublicApis:

• Non-public methods are skipped again by default, as Style/DocumentationMethod's RequireForNonPublicMethods: false intends (#114).
• A singleton method after a bare private or protected is public, so it is now flagged when undocumented (#115).
• RBS signatures (#:, #|) and Sorbet annotations (# @override, # @abstract, …) no longer count as documentation, and only the comments directly above a method (or its sig) count. Public methods documented only by a signature, an annotation, or a comment a blank line above them are now flagged (#118).

Dependencies:

• sorbet-runtime is no longer a direct dependency (#116), nor are base64 and bigdecimal (#117). The upper bounds on lint_roller, rubocop and rspec are gone (#117).
