Publish dsh-tool-runseal 0.2.6 with RunSeal 0.2.3 pinned explicitly.

  • Reuse RPC owners for the provider lifetime while preserving independent execution cancellation and cleanup.
  • Use bounded shared preparation and native helper reclamation from RunSeal 0.2.3.
  • Verify Windows preparation cancellation, concurrent execution, terminal control, and host-exit cleanup against the published native binaries.

Validation: Linux and Windows CI passed; 60 regular tests and 8 Windows native tests passed. A clean tarball install downloaded and verified RunSeal 0.2.3.
