Add sponsorship and description links to compiler midyear report

Some feedback on blog post led me to make some additions:

1. I transcribed the sponsorship table from the bottom of the February blog post
2. I added links from each work item to its corresponding section in the February blog post, so that people can look up what the actual thing is (or at least our understanding of what it was as of February).
