Incorrect strftime error handling in rust_localtime

This code tries to put the timezone into a 64-byte buffer, but doesn't handle the error case if the timezone string is longer than 63 bytes.

From msdn: "If the total number of characters, including the terminating null, is more than maxsize, both strftime and wcsftime return 0 and the contents of strDest are indeterminate."
