Update Readme to use consistent line lengths. Also update some formatting and links. (Followup to #105553).

Aside: if keeping markdown sources prettified according to some formatting guide is desirable, perhaps it should be part of the tooling and CI? dprint is one option.

Yes I think having some kind of tooling for formatting would be a better long term solution.
