utilize the unused llvm-tools option

This field was not functioning as described in its comment in config.example.toml. Also, updated the default value to true to keep the bootstrapping behavior as it was before.

I didn't add the changelog entry on purpose. Since we didn't change anything other than fixing a bug on bootstrap; adding changelog will just lead to confusions on devs instead of helping them.
