This renames the source and binary tarballs from 'rust-' to 'rustc-' so that the combined package can take the name 'rust'. After this the build will produce the following artifacts:
Immediately after this lands, rust-packaging will rename its build products from 'rust-combined-' to 'rust-', 'rustup.sh' will be modified to not install the independent cargo package, and the docs will be updated.
