Patch release: CI Test Suite root-cause fix plus eight issue fixes. Published @claude-flow/cli, claude-flow, ruflo 3.71.1, with leaves @claude-flow/shared 3.0.7, @claude-flow/mcp 3.1.6 and @claude-flow/plugin-agent-federation 1.0.5. alpha/v3alpha stay frozen per ADR-513.

Fixes

• Pattern search finds stored patterns when agentdb serves mock embeddings (#4643, #4681). When agentdb's Transformers.js model can't load (offline, failed sharp install), agentdb_pattern-store succeeded but agentdb_pattern-search could never find the pattern. Search now falls back to a substring scan of the same reasoning_patterns table, and the embedder rescue now reaches embedQuery/embedPassage. This was also the cause of the red Test Suite on main.
• MCP server no longer refuses new clients at maxSessions (#4674, #4682). Superseded sessions are retired instead of holding a slot for 30 minutes.
• Wrapper fails clearly on an incomplete install (#4679, #4680, @bitpandaw). After an interrupted upgrade you now get recovery guidance, not a raw ERR_MODULE_NOT_FOUND and a --version that exits 0.
• memory_import_claude finds projects whose path contains _, . or other non-alphanumerics (#4676, #4677, @tanishqbaweja).
• --dry-run is honoured by ruvector migrate, ruvector backup restore --clean and deployment deploy (#4668, #4669, @tanishqbaweja). Before this, they ran the real operation.
• Federation agent-handoff requires both the write and spawn trust floors (#4650, #4664, @Tong-bit-art).
• Shared retry predicates match complete HTTP status tokens (#4645, #4646, @rudycelekli), and rate-limiter reset with an empty key no longer clears other keys (#4644, #4647, @rudycelekli).
• AgentDB init failures are exposed in agentdb_health, with a lock hint (#4654, #4667, @Tong-bit-art).
• neural train calls the @ruvector/attention API that exists (#4610, #4613, @555aaditya).

Verification

• Full CI green on release PR #4684 (123 checks).
• Fresh npm install ruflo@3.71.1 resolves cleanly. With AGENTDB_DISABLE_TRANSFORMERS=1, store → search through the installed CLI returns the stored pattern via reasoningBank.
