Smaller WebAssembly payload

BlazorBarcodeScanner.ZXing.Cpp shipped the combined reader and writer zxing-cpp build, but the component only ever decodes. It now ships the reader-only build:

That is 240 KB less for every visitor to load — and the newer reader is smaller than the old one despite supporting more formats. The .wasm asset is now named zxing_reader.wasm; it is loaded by zxing-cpp.js automatically, so no host page changes are needed.

Notes

• zxing-cpp v3 reports the format name as Code 39 rather than Code39. The component only tests whether a format was returned, so nothing changes for consumers unless you read format yourself.
• Every format name accepted by the Formats parameter survives the v3 BarcodeFormat redesign unchanged.
• MAINTENANCE.md now documents how to rebuild the WebAssembly reader from a zxing-cpp tag.
