• tools/theme_shots.mjs: a picture of a page of examples/whatsnew in every palette, with no window; --palette=<name> on that example.

Fixed

• Command line arguments keep every character on Windows: os.args came through the C runtime's ANSI code page ("Łódź" became "L\xf3dz", "Привет" "??????"), in paths and passwords too. Any program that imports platform now gets them from the system, in UTF-8.
