In my opinion, this PR, though obviously well-intentioned, should not have been merged. FAQ answers should be as short as possible. If such a lengthy and nuanced disquisition on this subject is needed, it should live elsewhere, and the FAQ should link to it. See my recent remarks about the scope of the FAQ at #2657. |

It's only by coincidence I just watched the recent odersky keynote in which he mentions sbt's contribution to the complexity budget.
Instead of complexity budget, we should speak of raising the technical debt ceiling for the complexity budget of the ecosystem.
