Unfortunately, it will not be in the final Scala 3 release.

@nicolasstucki Are there any technical difficulties that need to be solved? Or something concrete where some help is needed?

Mostly it was left out due to complexity. The call graph needs to know some information about how the code is compiled to bytecode. This is quite complex on its own it needs knowledge of the rest of the compiler. Additionally the current encoding are not stable and changing from version to version. If someone wants to revive this, I would strongly suggest waiting at least for Scala 3.1 to be out.
