GenomeUtils 0.2.0

This release adds transcript-aware coordinate mapping. The new TranscriptLocus type represents an interval on a spliced transcript, and Transcript.to_genomic_loci() maps it to genomic loci across exons on either strand.

Ensembl downloads can now use exact destination paths for DNA, cDNA, annotation, and optional database files. The release also adds class-level type annotations, exposes GenomeUtils.__version__, and moves the technical documentation to Read the Docs.

API change: Transcript.transcript_to_genomic_pos() has been replaced by Transcript.to_genomic_loci(TranscriptLocus(...)), which returns a list of genomic loci.
