Dependencies and requirement files

I think that we can get rid off the requirement files.
Apart from that some (if not all) dev and doc dependencies could be pinned so the formatting and the doc generation will consistent.

Yep, we could use only the setup.py to add the dev-tools there in the extra_requires.

I am not a big fan of pinning (apart from giving a lower version). It allows detecting unintended changes and to warn upstream.

It seems that scikit-learn started doing the same thing for black and mypy.
