Add sample rates breakdown feature and fix expansion factor default

- Set expansion factor default to 1
- Add current sample rates breakdown section (shows before Calculate Optimization)
- Sample rates breakdown shows by span.op for single projects
- Disable sample rates for all projects (shows helpful message instead)
- Fix missing spans calculation in optimizer (accounts for spans not in top 100 groups)
- Improve error handling and logging
- Match Sentry UI URL parameter order exactly
