Fixed

  • A decision naming a task made its acceptance stale. The router and the verify gate treat a commit that names the task and touches anything outside docs/tasks/ as a code change. A docs(decisions): #34 T-002 waits for the owner's check commit therefore made the task's NEEDS_OWNER verdict stale: /teamwright:blockers stopped listing the owner's check, and /teamwright:flow asked for another acceptance round on unchanged code, which would end in NEEDS_OWNER again. A PASS followed by such a commit was refused at DONE the same way. Process records — docs/tasks/, docs/sprints/, docs/process-reviews/, docs/decisions.md, docs/open-questions.md — no longer count as code; one set, shared by the hooks (_task.RECORD_RE), the router and tw-ci-changes, with a test that keeps them equal.
  • /teamwright:blockers classed a NEEDS_OWNER acceptance by every word of the validation record, so "deploys: false" made an owner's check of a source "infrastructure". The class now comes from the lines that say what the owner must do.
