  (connect-go v2: generated code takes and returns plain messages and talks
  to a Transport, so it is not compatible with v1) for linux, darwin, and

• bazel_utils_protoc: protoc-gen-protovalidate-buffa catalog version
  v0.10.3 (CEL rules that read FieldMask.paths compile correctly).

• CI runs the Linux jobs on ubuntu-26.04 and ubuntu-26.04-arm instead of
  Ubuntu 24.04, and the macOS jobs on macos-26 and macos-26-intel instead
  of macOS 15 (both generally available). Windows runners, actions/checkout,
  actions/cache, and Bazelisk were already the newest releases.
