Fixed

• buf_generate on Windows kept only the first directory of the generated
  files. Under busybox ash [[ ... == "$dir"/* ]] is a command, so the *
  was a glob over the files of $dir: with two or more it failed with
  unknown operand, the walk to the common parent stopped early, and the
  output lost every sibling directory (buffa/ kept, connect/ and
  contract/ gone). The loop now uses case, which does not glob.
  //tests/buf:plugins_layout checks that files from several sibling
  directories are in the output.
