Generated RDF files are missing requried property `licenseId`

Here it sais, that it is a required property:
https://spdx.org/rdf/terms/#d4e3064

And here you can see that it is missing:
https://github.com/spdx/license-list-data/blob/master/rdfturtle/AFL-2.0.turtle
(It seems to be missing in all the formats, not just turtle)

The id string can be found there as the entity identifier, which is good enough for humans, but not machines.

This is an issue in the tool that generates the license list data.

I'll transfer the issue over to the tool repository and see if I can get a fix before the next release of the license list data.
