Maintenance release: static-analysis tooling added and applied, no behavior changes.

• .github/CODEOWNERS added.
• Rector added (rector.php: PHP-8.3 rule set + dead-code/code-quality level 0, the
  safest tier) and applied across src/ and tests/ — constructor property promotion, non-capturing
  catches, first-class callable syntax, arrow functions, #[\Override] attributes.
• PHPStan level 8 added (phpstan.neon, standalone-package config modeled on the
  same host-shop-only pattern the test suite already documents) and all 9 real findings it surfaced were
  fixed — nullable-narrowing gaps across 6 files, no crashes. One class pair
  (Resolver/TokenHighlighter.php + its factory) is excluded with a documented reason: an isolated
  PHPStan/BetterReflection reflection conflict with Spryker core's own shared phpstan-bootstrap.php,
  not a defect in this package — tracked for a real fix in a later release.

Verified: all 226 tests pass, phpcs clean, both phpmd rulesets clean, phpstan level 8 clean (52/53
files).
