CI: build with all features, bundle ToupTek driver in packages

Build with the 'all' feature (svbony, toupcam, gev, indi, starsolve)
instead of only svbony+starsolve. Download a trimmed ToupTek SDK zip
(TOUPCAM_SDK_URL repository variable), point TOUPCAM_SDK_PATH at it,
and bundle libtoupcam alongside the SVBony runtime libraries in the
macOS app bundle (signed), Windows zip, and Linux tarballs.
