What problem does your feature solve?

There are currently 4 TODOs, and 2 FIXMEs in the codebase.

What would you like to see?

Before giving soroban-rpc to infra partners to run, we should review what they are, and either fix them (if small) or create new issue(s) to fix them (if big).

Note: I (@paulbellamy ) think these are all covered by other tickets (mostly timeouts and fixing panics), but let's double-check.
