v0.115.1
The publish/CI gates never let a skipped check outrank a real verdict of the same name, and every saferm invocation states its mandatory error mode.
Fixes
- A skipped CI check no longer hides the run-all conclusion that replaced it. When a release dispatches the CI router with
run_all=true, the commit carries two check runs per job: the push run's paths-filteredskippedand the dispatched run's real conclusion. GitHub often stamps the skip last, and both gates picked it by recency -- so the release refused a candidate whose every job had run and passed. A skip now loses to any completed non-skipped conclusion of the same name, in either check suite and in any order. A job that is only ever skipped still blocks the release, and a failure in the dispatched run still blocks it. - Every

All call sites now declare--on-error abort.
