Update contributing.md

Looking things over, the Contributing.md doc is rather anemic with regards to describing the decision making process. It would be good to expand with a more formal discussion of the project governance, how folks get a commit bit, how conflicts are resolved, that sort of thing.

Adding to this... the Contributing.md should include details such as:

1. How do new contributors earn a commit bit
2. How are decisions made (consensus-seeking, benevolent-dictator-model, whoever-happens-to-be-landing-things-today, etc)
3. How are conflicts resolved
4. Is there a formal TC that oversees the project, how are those members selected, etc

This was actually resolved with #2918 but this issue was never closed, sorry!
