Promote the Unreleased changelog entry (CLI guards for Marko 5, Tailwind v3
and React configs; the five acceptance-found fixes so5.1-so5.5) to 0.6.0 and
add a bullet for the acceptance matrix and its release gate. Minor bump
because the guards are breaking: init now refuses projects it used to accept.
Regenerate the CLI manifest for the new version.
