[Documentation] Add target="_blank" to "Edit this page" link incentives. #20529

Hi!
I don't know it that part of the documentation website is part of this repository (doubt so, but I might need to dig), but I think it would be a little quickfix to add all "Edit this page" links pointing to Github on all the documentation website use a target="_blank" attribute.
It's good to have side-by-side comparison when editing the docs for quickfixes, like just fixing a typo, or a single-line edit. That is really fast and the first thing I personally do when not cloning a whole component/doc repository for that reason is just to have the two tabs side-by-side.
Since this is the only intended use of that link, I believe that's a good idea (and of course, according to good practives, it should have an icon indicating that the user is opening another website).
