Document how to use session save_path of the PHP.INI

The documentation abount the configuration of the session save path mentions the default value, but not how to use the value defined in the php.ini. It would be nice if this hint could be added.

It was hard to find but I found this issue comment by @Drak which helped me to figure out that I can set framework.session.save_path to ~ to achieve this.

This feature could also be mentioned in the session handler's documentation

Linking to it from the session handler's documentation is not done though because the http_foundation component does not depend on framework configuration.

This MUST be mentioned in multiple places. Saving session files in HDD is not a great default.

@malas can you open a PR that adds this on the places where you would like to see it? This is a closed ticket from 2013. We are almost in 2018

i posted here, because the info is not in the documentation and i just had a project where we had to config the exact same thing.
