perf(geospec-engine): Narrow the exact rational width in mesh overlap

Decides eligible overlap signs in a 448-bit fixed-width stage, whose bound is derived from the combined-span precondition the certificate path already enforces, with arbitrary-precision integers kept as the terminal fallback; and integrates exact faces over one common positive denominator, folding the unscaling into the divisor of the division the fan loop already charges.

No exact value, tolerance, refusal, budget, limit or work charge moves. All ten pinned charge controls are byte-identical, a 1,430-step budget sweep confirms the exhaustion point does not shift, and the packaged native and WASM comparison on this exact head finds complete parity on all 21 controls with claim time 14-29% lower on exact-work-bound controls. The alternative unscaling form, which raised the charge by one unit per cell and turned a pass into a refusal inside a narrow band of budgets, was abandoned rather than deferred.

The geospec agent bundle records the package version it describes, so the
release PR's version bump left agent/ stale and geospec:check-agent failed
on release/next. release:prepare now reruns geospec:generate-agent after the
bump, release-pr.yml stages packages/geospec/agent, and the release policy
admits that generated directory in a release commit without requiring it.

Moves packages/geospec from taucad/tau (exported with git filter-repo at tau 22a96eca; the 192 original commits stay at refs/pull/103/head and in Tau's history) into the engine's fixed release group, with the agent-skills generator, its own CI job, and npm publishing of `geospec` from ci.yml beside the engine (names.json publish.geospecNpm on; npm trust rebound to taucad/geospec ci.yml + npm-publish).
