Additive release of strided-exec only; the other crates stay at 0.7.0 and accept 0.7.1.

• Exec::can_broadcast(&self) -> bool. Non-consuming; true exactly when broadcast would
  not refuse right now (the token is not fork-derived and the caller is not a worker of its
  pool; serial and budget-one tokens return true). Ask it before building a setup that only a
  broadcast needs. broadcast and can_broadcast share one private rule.
• Deterministic pool shutdown. Dropping a Pool now joins all of its worker threads, after
  their thread-local destructors (including on_start state) have run. A pool dropped from one
  of its own workers cannot join itself and skips joining. Workers are started with Rayon's
  spawn_handler using the same name and stack size; steady-state paths still allocate nothing.
