Requires us to resolve the path from the perspective of CWD for the first time, and adds @substack's resolve package as a dependency. Hopefully that is very fast when a path starts with `.` and doesn't slow down existing tests much!
i forgot resolve blows up when it can't resolve. may as well only call it when the existing code path fails
