Fix PR delivery loops caused by the target image's outdated GitHub CLI. The image now installs checksum-verified gh 2.101.0, and CI/release checks exercise GraphQL pagination with the installed binary.

Unavailable targets now report their name, address, and connection failure, with guidance to check the server and Docker container. The Docker startup examples use --restart unless-stopped, so the server can return when Docker starts after a reboot; the named volume preserves target state.

Zeroshot recognizes Codex's new browser, computer, and approval controls and preserves explicitly configured policy. Codex 0.155.0 rejects the retired approval_policy="untrusted" setting. Users who explicitly configured that value must update their Codex configuration; this release does not rewrite it automatically.

Python SDK 10.3.1.post1 wheels are available in the SDK GitHub release. PyPI publication is deferred because its trusted publisher configuration does not match the release workflow.
