Add push and autonomous PR readiness (#1132)

• add explicit local-only, push, PR-readiness, and merge delivery modes
• make PR feedback actionable by default, with runtime and CLI opt-outs
• keep PR delivery autonomous while allowing missing human approval
• harden required-check discovery, pagination, conflict repair, and
  exact-ref receipts

Resume failed runs from retained workspaces (#1130)

Failed local and direct/Docker runs could leave useful work behind with
no supported way to continue it. This adds zeroshot resume and durable
attempt lineage so a fresh run can reuse the retained dirty workspace
while preserving prior results and logs.

Generate deterministic release notes (#1131)

• Generate each GitHub Release body from the exact first-parent squash
  commits since the preceding canonical tag.
• Pass one immutable notes artifact from release planning to
  publication, republish it on recovery, and verify the live body exactly.
• Fail closed when a released commit lacks a Conventional Commit PR
  title or a user-facing summary.

Update managed skill with releases (#1133)

• publish the canonical Zeroshot skill as a checksummed GitHub Release
  asset
• make zeroshot update refresh the executable and unmodified managed
  skill copies
• preserve user-edited or conflicting skills and report their exact
  paths
• document and test the release and update contracts
