Fixes for the Action's only-changed mode (#4):

• PRs whose changes match no files pattern now skip cleanly instead of checking the whole repo.
• Changed files are matched with the CLI's own globber, so files patterns behave the same as in the CLI.
• Deleted files are dropped, renames use the new path, and paths with spaces or special characters are handled safely.
• Changed files come from the paginated PR files API, so large diffs no longer fail.
• Docs: explain which .wscrc.json supplies ignore.
