Aether Protocol 1.3.0

Hybrid Layer-1 reference implementation: public/allowlist/mixed admission, dual account+UTXO ledger, Poseidon/Groth16 shielded notes, liquid staking, rollup settlement, multi-validator mesh, and acquisition-ready docs.

Status: Research / consortium pilots / diligence. Not audited for mainnet value.
