Fixes registration of untagged ECS task definitions and improves sanitized AWS error diagnostics (PR #45).

Omit the optional tags field when the existing definition is untagged, avoiding ECS's Tags can not be empty rejection. Normalize omitted/empty tags for read-back comparison while preserving existing tags, including empty values. Unexpected tag changes still prevent promotion, and malformed tags fail before publication.

AWS failures now name the service and operation alongside the sanitized error code. Request data and raw CLI output remain suppressed; scan-retry error handling is preserved.

No IAM or scan-gate changes are required. Includes the earlier Inspector read-permission, CLI-input, circuit-breaker and clean-image scan fixes.

Validation: all 82 tests pass in the pinned CircleCI executor. Read-only reconstruction against the dev task confirms that the image is the only task configuration change and empty registration tags are omitted. The preceding dev run passed OIDC authentication and enhanced scan gating; task registration and a healthy rollout remain acceptance checks for the next dev retry.
