One refusal, for a shape that is new in this release: iconsDir as a list
with nothing usable in it, empty or naming something that is not a path. Name
a directory, or several. iconsDir: null still means an app has no icons.

Added

iconsDir may name several directories, read as one set. An icon set more
than one app uses had nowhere to live but a copy in each app's icons/. Each
entry is a path from appDir, as before, and a path may leave it, so a
package of shared icons is read with the app's own:

A library of one name is one sheet across the directories. The app's
lucide/ and the package's lucide/ are both /lucide.svg, so an app adds
an icon to a shared set by putting it in its own. An icon is one file: the
same icon in two of the directories stops the build and names both files,
rather than letting one quietly win. The dev server and the build read the
same list, so the two agree about which icons there are.

One directory, written as a string, is still the default and still works as it
did.
