refactor: improve cli

Updates

• JavaScript files can be used for config
• dev command always emits sourcemap (Useful for debugging)
• When build command is used, commandkit automatically injects anti-crash handler by default.
• Watch mode is enabled by default for dev command
• Extra env utilities are included
• New commandkit start command is included which runs production build

and few more changes.
