Maintenance release centered on Windows/WSL2 accelerator setup and startup performance.

  • vmex doctor now recognizes WSL2, reports the NVIDIA driver and JAX devices, and runs a real JIT probe. It distinguishes a working GPU from harmless upstream PJRT cache/version messages while leaving genuine CUDA initialization failures visible.
  • For the reported JAX/JAXlib 0.9.2 environment, the doctor gives the actionable fix: upgrade the matched JAX/JAXlib pair to a release containing the upstream PJRT cache and Windows driver-version parsing fixes (0.10.1 or newer), instead of suppressing the errors.
  • A reproducible cold/cache-reload/warm device benchmark records backend, cache policy, timing, memory, and provenance for CPU/GPU troubleshooting.
  • QA optimization startup avoids the previous several-minute setup path and reduces startup work and memory.
  • This patch also includes the new strong-force reconstruction/certification foundations, conservative path-scoped CI, WOUT field-line geometry adapters, and closed-mirror gyrokinetic geometry added since 0.7.0.

Verification: the complete hosted VMEX matrix passed on Python 3.10 and 3.12, including all manifest parity shards, representative fixed/free-boundary, mirror, field, implicit-response, two-device/AD, packaging, and documentation gates.
