Fix sieving lower rejection bound

Sieving actually checks x^2 per candidate, so it should be larger than toFactor, not its square root. (You'll notice this makes sieving much slower; it removes nearly all or all trivial solutions, though, so it's a "win." This might be "complete project status," now, except for extending to GNFS.)
