PTC Fee v0.1.2

Add macOS DMG build and switch Windows to MSI-only

Rename build-windows.yml to build.yml with separate jobs for Windows
(MSI) and macOS (DMG). Change bundle targets to "all" and use
--bundles flag in CI to select per-platform.
