ci: install with npm and degrade publish when NPM_TOKEN is absent The repository commits package-lock.json, so `pnpm install --frozen-lockfile` had no lockfile to honour. Switch the pack job to `npm ci`, add typecheck and the simulation suite as gates, and skip the npm publish step with a warning until the NPM_TOKEN secret is configured.
