fix(ci): split release workflow into build + publish jobs

Use separate build jobs (windows-latest / macos-latest) that upload
artifacts, then a single publish job (ubuntu-latest) that downloads both
and creates one draft release. Fixes the previous issue where each
runner independently created its own draft release with only partial
artifacts.
