Add a moderator permission

Having this permission would allow to use all maptool commands (get, list, delete, etc.) on other players than self.
This would also allow the console to use maptool commands that are currently for players only.

#48 was merged, i added by the way another command, exploreother that give you the list of other player maps and allow you to monitore them.
